60Th Anniversary of Diplomatic Relations Between Pakistan And Thailand Commemorative Postage Stamp December 13, 2011:- Minar-e-Pakistan:- Minar-e-Pakistan is a tall minaret in Iqbal Park Lahore, built in commemoration of the Pakistan Resolution. The minaret reflects a blend of Mughal and modern architecture and is constructed on the site where on March 23, 1940, seven years before the formation of Pakistan, the Pakistan resolution demanding the creation of Pakistan, was passed. This was the first official declaration to establish a separate homeland for the Muslims living in the South Asia. Pakistan now celebrates this day as a national holiday each year.
The foundation stone was laid on March 23, 1960. The construction took eight years of time, and was completed in 1968. The Minar was completed on 31 October 1968. The base of the minaret is about 8 meters above the ground. The tower rises about 60 meters on the base, thus the total height of minaret is about 72 meters above the ground. The unfolding petals of the flower-like base are 9 meters high. The diameter of the tower is about 97.5 meters (320 feet). The base platform is shaped like a five-pointed stars and encloses two crescent shaped pools. There is a central spiral staircase rising up with 162 steps.
At the base, there are floral inscription on ten converging white marble Commemorative plaques. The inscription include the text of Lahore Resolution in Urdu, Bengali and English, and Delhi Resolution’s text, witch was passed on April 9, 1946. On different plaques, Quranic versis and 99 attributes of God are inscribed in Arabic calligraphy, whereas National Anthem of Pakistan in Urdu and Bengali, the founding father of Pakistan, in Urdu, Bengali and English, as well as few couplets of Allama Iaqbal are inscribed.
The monument attracts visitors from all over Pakistan, as well as the inhabitants of Lahore. The large public space around the monument is commonly used for political and public meetings. Today, the minaret provides a panoramic view to visitors who can climb up the stairs or through an elevator. The Parks around the monument include marble fountains and an artificial lake.
Victory Monument:- The Victory Monument is situated on Phahonyothin road (Kilometer 0.0), Bangkok. Before building the monument, it was called “Intersection Sanam Pao” After being built, the area become the roundabout linking three main roads which are Phahonyothin road, Ratchawithi road and Phayathai road. It was constructed in 1941 in order to praise the heroic actions of soldiers, policemen and civilians who sacrificed their lives in the dispute between Thailand and France on the demarcation between Thailand and other Indochinese nations. The foundation stone laying Pholphayuhasena and it was inaugurated on 24 June 1942 by Field Marshal Pleak Pibulsongkram.
M.L Pum Malakul was the architect of the Victory Monument. He designed this monument pursuing 5 inspiration; as follows:
- joint actions of the 4 armies,
- courage of every personnel soldier, policemen and civilian,
- weapons that the military used to fight,
- Important incidents that caused both parties to open the fight, and
- public attention.
Architecture:- Every soldier is usually armed with bayonet so the architectg uses 5 bayonets to stand together in the pattern of carambola petal, pointing the sword up to the sky and turning the sharp edge outwards. The monument is built of reinforced concrete decorated with marble. The 50-meter-high bayonet above the monument hall’s ceiling was used to be the storage of ashes of persons who died in the dispute between Thailand and France on the demarcation between Thailand and other Indochinese nations.
The exterior at the base of bayonet has the coppered sculptures of the officers from the 5 assemblies- the Army, the Navel, the Air Force, the Police and the Civilians. These sculptures are two times oversized the normal warriors. Prof. Silp Bhirasri commanded the sculptor team which comprised of his students.
Outer wall of the hall is the copper plate inscribed with 801 names of the persons who sacrificed their lives in this dispute, including who died in service of the country from many wars during 1940-1954.
Importance:- Apart from being a very important monument in remembrance of the people who sacrificed lives for the country, the Victory Monument has the importance as the starting point of Phahonyothin road and the center of transportation; namely bus, BTS sky train, van express service that link people to many areas all over Bangkok and upcountry. Therefore, it is currently one of the most important transportation hubs of Bangkok. Moreover, it is an important landmark near public hospitals, shopping mall, and express way.
On the 6th Anniversary of Diplomatic Relations between Pakistan and Thailand, Pakistan Post is issuing a Commemorative Postage Stamp of Rs. 8/- denomination on December 13, 2011.

Join Hands together to Combat Breast Cancer. Health. Issue Date 30-11-2011.
Breast Cancer Awareness Campaign In Pakistan Commemorative Postage Stamp November 30, 2011:- We cannot imagine the suffering and pain of 40,000 women who eventually succumb to breast cancer every year in Pakistan. Their pain ripples across families through generations.
There is one thing though that is even more dangerous than breast cancer – and that is indifference! Lack of awareness and negligence is the crux of the problem. As a result, Pakistan has the highest number of deaths from breast cancer among all countries of the world!
This is despite the glaring fact that with early diagnosis a patient’s chances of survival are more than 90%!
Pink Ribbon – An Emblem of Hope:- Pink Ribbon Pakistan has been addressing breast cancer issues since 2003. With its nation wide breast cancer awareness campaign, its aim is to make this cruel disease a premier health concern. Pink Ribbon Pakistan is dedicated to fight breast cancer at every stage.
Current challenges and how we dare to overcome them:- One of the great challenges Pink Ribbon faces is getting people to talk about the disease and be more open about it. In Pakistan, especially women, avoid discussing about the issue even when they feel they need to. Because of this and when breast cancer if finally detected, it is usually too late. Illiteracy and lack of proper infrastructure is huge hindrance in spreading awareness about breast cancer. The myths and misconceptions prevalent in the society also add to the growing number of breast cancer cases. To counter this problem, Pink Ribbon is running a massive awareness program for women with the aim to spread the word to every nook and corner. Considering the recent trend of breast cancer on a rise amongst young girls, Pink Ribbon has a youth program with colleges and youth volunteers. This way Pink Ribbon hopes to prevent the disease among those at risk.
Prevention is better than cure especially for breast cancer. On 31st March 2009, Pink Ribbon took the initiative of providing free mobile mammography service to women in urban and rural areas of Pakistan. The Mammography Bus was launched in collaboration with PAEC contribution for the women of Pakistan and suburb areas. It is sensitizing them about early detection as well as empowering them to defeat this silent killer before it can endanger their precious lives. Pink Ribbon has extended its outreach in over 52 districts across Pakistan in all 4 provinces and Azad Kashmir.
Pink Ribbon Month:- October is celebrated as the international month of Breast Cancer awareness worldwide. This year too Pakistan’s premium awareness campaign, Pink Ribbon is doing what is needed at various levels, by raising public awareness about the disease, highlighting the role of research into the causes of breast cancer and promoting the significance of early detection of breast cancer in terms of better treatment and survival. Such activities are carried out all year round but the month of October is special.
We need ever more support to extend our message across the nation ensuring that none of us will have to bear the horror of losing a mother, a sister, a wife, or a daughter.
About Breast Cancer:- According to an estimate of the World Health Organization, over 1.2 million people will diagnosed with breast cancer worldwide this year.
Breast cancer is one of the oldest types of cancers and also the most common form among females. Breast cancer’s basic definition is “an uncontrollable growth of breast cells”. When cells divide and multiply rapidly, they form a lump, called tumor. Nearly 80% of findings on mammogram are not cancers. They are usually benign tumors, a cyst, or some other non-cancerous condition. A tumor is defined as cancer only when it can invade nearby tissues and organs and damage them. Then it is called malignant.
Breast cancer is an important health issue, which is of growing concern, for an increasing number of women in Pakistan, though it also affects men albeit in very small numbers.
Raising public awareness about breast cancer is of singular importance as it is the necessary first step that will go a long way towards alleviating the burden of this disease among Pakistani women.
The purpose here is to put some facts to light, removing some misconceptions and suggest some options for the future with reference to breast cancer care in Pakistan.
The burden of new cases of breast cancer from Pakistan has been reported to be the highest amongst all Asian countries with one out of every ninth women in the country at a high risk. As compared Pakistan, neighboring India has a rate of one in twenty two women at a high risk of breast cancer.
The reasons for such a high burden of breast cancer in Pakistan are mainly ignorance, illiteracy, eating habits and a state of obliviousness.

Joint Commemorative Postage Stamps between Pakistan and Iran on Minar-e-Pakistan and Milad Tower Iran 29 August, 2011:- Milad Tower Iran:- Milad Tower is the tallest tower in Iran. BUilt in between the Shahrak-e Gharb and Gisha districts of Tehran, it stands 435 m (1,427 ft) high from base to tip of the antenna. The head consists of a large pod with 12 floors, the roof of which is at 315 m (1,033 ft). Below this is a staircase and elevators to reach the area. Milad Tower is the fifth tallest tower in the world after the Guangzhou TV & Sightseeing Tower in Guangzhou, CN Tower in Toronto, Ostankino Tower in Moscow, and the Oriental Pearl Tower in Shanghai. It is also currently (in early 2010) the 14th tallest freestanding structure in the world.Milad Tower is part of The Tehran International Trade and Convention Center. The project includes the Milad telecommunication tower offering restaurants at the top with panoramic views of Tehran, a five-star hotel, a convention center, a world trade center, and an IT park. The complex seeks to respond to the needs of business in the globalized world of the 21st century by offering facilities combining trade, information, communication, convention and accommodation all in one place.
Furthermore, the complex features a parking area of 27,000 square meters, a large computer and telecommunications unit, a cultural and scientific unit, a commercial transaction center, a temporary showroom for exhibiting products, a specialized library, an exhibition hall, and an administrative unit. Milad Tower has an octagonal base, symbolizing traditional Persian architecture.
Milad Tower, with its height of 435 meters, is the fourth tallest telecommunication tower in the world in addition to being the tallest such tower in the Middle East. Milad Tower consists of five main parts; foundation, transition (lobby) structure, shaft, head structure and antenna mast. The lobby structure consists of six floors. The first three floors consist of 63 trade units, 11 food courts, a cafeteria and a commercial products exhibition, which is supposed to be 260 square meters.
The first and second floors underground consist of official and installing sections and data center. The ground floor is devoted to the entrance and visitors reception. The shaft is a concrete structure which is 310 meters high. In three different sides of it 6 elevators are designed to transfer the visitors to the head of the tower at the speed of 7 meters per second and an emergency staircase exists at the fourth side.
The head of the tower is a metal structure weighing about 20,000 tons and consisting of 12 floors. This structure is the tallest multi-story structure among all the telecommunication towers in the world. In the top floors of the tower, there are the fire-immune area, closed observation deck, cafeteria, public art gallery, open observation deck, a revolving restaurant, telecommunication floors, and a sky dome. The 4-stage antenna mast is
120 meters high. The lower floor of the mast is for the adjustment of public users telecommunication antennas and the three upper floors are devoted to the antenna of radio and television organization of the Islamic Republic of Iran.
International convention center:- The center's main parts are 7 conference salons and an exhibition space with an area of 700 square meters, and its other features are a lobby, a training room, two powder rooms, a radio and television studio, and reception services.
International hotel:- A five-star hotel with 52000 sq. m. area has been established in order to provide local and global tourists and the guests attending the conventions with accommodation and reception services.
World trade center:- This center with 40,000 sq. m. area has been established with different sections for national and global commercial business transaction, exhibitions for products and services, technical and scientifie conventions.

CELEBRATING 60TH ANNVI IN MANAGING FERQUENCY SPECTRUM FOR BRINGING SOCIO-ECONOMIC DEVELOPMENT BY FAB IN PAKISTAN


Celebrating 60th Anniversary in Managing Frequency Spectrum for bringing Socio-Economic Development by Frequency Allocation Board in
From 1951 to 1996, the Board remained involved in the frequency Management/allocation & assignment for ratio and TV broadcasting services; the private telecom networks of public sector corporations/organizations like WAPDA, SNGPL, Pak Railway, Pak Steel etc; the private networks of corporate sector organizations/companies; the public telecom services providers like T&T/PTC and SCO; communication networks of foreign office, civil armed forces, police, security agencies and the three defence services. It is worth mentioning that in the pre Act era prior to the 90’s the wireless communication technologies and system were not so developed and commonly used.
It was the start of 90’s when modern radio trunking and cellular
In the post Telecom Act era of 90’s, the Board arranged frequencies for the wireless data networks which helped the spread of ATM machines in the Banking sector as well as other data service/applications and wireless PCO services. The Board also approved satellite earth station links – VSATs for intercity data networks connectivity of Banks, oil companies and other corporate entities linking far flung rural areas. In 1998, the Board also arranged frequencies for the 4th cellular mobile licensee i.e. Ufone.
The major achievement of FAB was its consistent input and services in Telecom De-Regulation Policy for Telecom Sector – 2003 and the Cellular Mobile Policy – 2004. For this the Board has arranged spectrum in the 450 MHz 479 MHz, 900 MHz, 1800 MHz, 1900 MHz and 3.5 GHz bands enabling the introduction of two new nationwide cellular mobile licenses, seventy eight WLL licenses inn 14 telecom regions and to PTCL in all 14 regions to open new era of telecom and broadcast services in deregulated private sector. The auction of the said frequencies valuing US$ 582 Million and Pak Rupees 14.03 Billion in 2004 and subsequent renewal valuing US$582 million during 2005-07. Additionally, FAB has also arranged further frequencies valuing hundreds of billions worth in the 1900 MHz, 3.5 GHz and 2100 MHz (3G) band for 3G and broadband services.
Frequency bands for long distance back bone and point to point wireless links for the cellular mobile and other communication and data/broadband links have also been arranged and assigned to operators. FAB is continuously working in making available additional frequency spectrum for the growth of the telecom and broadcasting sector. To this effect new frequency bands in the 70 and 80 GHz ranges have also been planned for further growth of the broadband networks in
Frequencies management for the Broadcasting sector is another big achievement of FAB. Frequencies worth several hundred million for phase I to phase VIII auction of FM channels have been assigned for licensing by PEMRA.
The spectrum made available by FAB has generated direct and indirect revenue streams as well as have brought socio-economical benefits to the public. It has triggered opportunities for sizable direct and indirect jobs as well as training opportunities for fresh talent. The human resource talent in wireless system have found new sector of job opportunities in foreign countries and has become source of revenue generation for the nation. Another indirect benefit is the software market development attached to the wireless communication. The indirect revenue generation in the from of taxes as well as contribution toward Universal Service Fund and R&D Fund is over hundreds of billions of rupees.
As explained in the preceding paragraphs, FAB has contributed significantly in the growth of telecom and broadcasting sector resulting into socio-economic development of the country. FAB is continuing its efforts to maximize the use of radio spectrum in the best interest of the country with fresh vigor and zeal. To this effect, the FAB commemorates its 60th anniversary of managing the spectrum and its contributions in the socio-economic development of the country with renewed commitment.
On the occasions of celebrating 60th Anniversary in Managing Frequency Spectrum for bringing Socio-Economic Development by Frequency Allocation Board in Pakistan, a commemorative postage stamp of Rs. 8/- denomination is being issued by Pakistan Post on 18th August 2011.

Golden Jubilee of Zarai Tarqiati Bank Limited.
On The Eve of Golden Jubilee of Zarai Tarqiati Bank Limited Commemorative Postage Stamp August 14, 2011:- The Agricultural Development Bank of Pakistan (ADBP) was established through the promulgation of ADB Ordinance, 1961 on February 18, 1961 by merging Agricultural Development Finance Corporation (1952) and Agricultural Bank of Pakistan (1957) to provide better credit facilities to the agriculturists for development and modernization of agriculture and for small cottage industries in rural areas. The motto of the Bank is “Technology for Agriculture”.
Taking full cognizance of the fact that innovational agricultural technology alone can bring about sustained increase in production and productivity, agricultural financing institutions the world over not only provide adequate credit facilities to the farmers but also ensure, either directly or indirectly, the availability of modern inputs to make the credit so advanced equally effective. In 1974 the supervised agriculture program was initiated by the Bank. The crucial elements of credit supplies and know-how were combined under proper supervision to service small farmers.
Agriculture Graduates were recruited as Mobile Credit Officer (MCO), and they have been allotted a circle of about 22-28 villages to visit villages of their circle on Motorcycle and guide the farmers about use of improved seeds, fertilizers, latest technologies, new cropping pattern and other information. They are assigned to assess the credit requirements of the farmers at their door steps by verifying documents required for loan process and sanctioning of seed, sowing of improved varieties of crops, better seed-bed preparation, adoption of proper cultivation methods, application of proper doses and mix of fertilizers and taking adequate plant protection measures.
The Bank is currently passing through the exercise of revamping/restructuring phase so that to serve as a catalyst for the agriculture sector in a more effective and yielding manner aiming at delivering high quality, viable and timely financial and non-financial services to a greater number of clientele so as to increase its outreach on self sustainable basis.
The Bank’s vision is to be the lead bank dedicated to serve the financial and technical needs of the farming community efficiently, competitively and on a sustainable basis to strengthen the agriculture sector leading to success of the Bank and the farming community. ZTBL has now become a vibrant and self-sustainable financial institution, while new agricultural technologies and various innovative packages of customer friendly products and services have also been introduced. This is all due to hard work, dedication and motivation of ZTBL team, which has resulted in taking financial health of the institution to new heights as well as meeting the credit and technological needs of our farmers contributing to the overall development of the agriculture sector.
At present the Bank has a network of 31 Zonal Offices and 357 Branches all over the country engaged in catering to the credit needs and providing technical assistance to farming community and rural poor.
Then in 2002, the Bank was restructured as a public limited company and renamed as Zarai Taraqiati Bank Limited (ZTBL) through a presidential ordinance. The Bank continued to operate as the prime rural financial institution catering to the credit needs of agriculturists for the production, development and modernization of agriculture as well as promotion of non-financial sector.
ZTBL is the only institution with total focus on agriculture, the back bone of
The Bank has been playing an instrumental and proactive role in modernization of agriculture, boosting productivity and enabling growers, particularly the landless poor and small land owners to increase their farm produce and income. ZTBL alone serves about 0.567 million farm families annually and shares around 32% of the toal institutional credit.
The Bank disburse loans for Production and Development purposes. Productions Loans have been advanced for Fertilizers, Seeds, Pesticides, Working Capital etc. Development Loans have been advanced for purchase of Tractors, Installation of Tube wells, Development of Diary Farms, Livestock Farms, Poultry Farms, Land Development, Orchards & Godowns etc.
Since inception, the Bank has disbursed Rs. 715.704 billion up to 31.03.2011 which includes financing of 543,147 tractors and 150,234 tube-wells. While meeting the demand for mechanization, attention was also concentrated towards the provision of agricultural credit to serve its clients with increasing effectiveness and efficiency.

His illustrious father Syedna Taher Saifuddin of reversed memory personally undertook and supervised Syedna’s upbringing and tutelage. Subsequently, Syedna Taher Saifuddin affirmed his son and successor to be “like unto me”. At the age of fifty-three, Syedna succeeded his revered father as the 52nd Dai a1-Mutlaq in 1965.

Child Art Competition. National Stamps Exhibition “Kurrachee 2011” Special Postage Stamps Sheet June 24, 2011:- “Child art” is the most interesting way to bring out the creative instinct in the young generations. It provides the opportunity to express their ideas to the world. To promote this Art and achieve a position in the world of Philately, Pakistan Post is issuing a special sheetlet of 8 postage stamps based on the paintings of the children selected from the Child Art Competition held by Stamp Society of Pakistan.
During the last three years Stamps Society of Pakistan had organized National Stamp Exhibitions and Stamp Drawing Competitions jointly sponsored by Dawn Group, Philatelic Federation of Pakistan and Pakistan Post Office based on FIAP rules at Expo Centre, Karachi, held within the “Life Style Exhibition”.
The Stamp Society of Pakistan is among the pioneering Stamp Society in Pakistan with over 200 members and has been proactive in disseminating knowledge and awareness through regular stamp exhibitions, and is getting popularity day by day. A number of new stamp collector rejuvenated, who also participated in Asian and in the International Exhibition after due accreditation from the Philatelic Federation.
The Youth Live Drawing Competition has been an essential part of every exhibition held for the last three years. The uniqueness of this Art Competition is that all participants draw their ideas on the spot in front of the Jury members within two hours without any external help. Such Live Art Competition for stamp printing never recorded any where in the Philatelic World.
This Youth Painting Competition which was divided in two age groups. Group “A” for children from 4 to 10 years old and group “B” from 11 to 15 years. The competition was announced in the news papers, and large number of children from all major school of Karachi participate in the competition along with their teachers and parents.
Participation and interest of children has increased manifold each year and we have now seen astonishing results, as the children portrayed all the given topics in a very creative manner.
The Committee of Jury is comprised of representative from Stamp Federation, Senior Officials of Pakistan Post and Mr. Adil Salahuddin, (Sitar-e-Imtiaz), who judged the paintings. After looking at the paintings the jury observed that the cultural influence was more dominant, children not only got inspiration from normal life, but also draw images from their surroundings. They are aware of the political situation prevailing in country which they depict in their paintings. The earliest understanding of a more realistic representation of space such as using their creativity art skills.
On the occasions of National Stamp Exhibition “Kurrachee 2011” the similar competition for the Youth is also arranged at Expo Center Karachi.

This is the second time that the paintings selected from a live Stamp Drawing Competition are depicted on stamps and third time for the Child Art, as the first time it was printed 32 years ago on International Childrens Year when 4 stamps and a souvenir sheet issued October 22, 1979. Pakistan Post always encourage the youth and opened up the doorway to young artists of Pakistan.

PAKISTAN RUSSIA FRIENDSHIP. DATE OF ISSUE:- 10/06/2011
Pakistan – Russia Friendship. Commemorative Postage Stamp June 10, 2011:- Diplomatic relations between Pakistan and USSR were established on May 1, 1948 through the agreement concluded in New York by Sir Zafrulla Khan, the Minister of Foreign Affairs of Pakistan, and Andrei A. Gromykok, the First Deputy Foreign Minister of USSR, and succeeded by a consequent exchange of the relevant notes. Shortly the Embassies of the USSR and Pakistan commenced their functioning.
At the end of 1948, the first trade delegation from USSR visited Pakistan. In November of 1949 representatives of the Union of Soviet Writers came to Lahore. During the first years after establishment of diplomatic relations, trade between the USSR and Pakistan was carried on under single contracts. It was a genuine breakthrough when the parties signed the first intergovernmental trade agreement in 1956, granting most favoured nation treatment to each other.
Presidents of the Islamic Republic of Pakistan visited Moscow: Mohammad Ayub Khan – twice, in 1965 and 1967 and Agha Muhammad Yahya Khan in 1970. In 1968 and 1969 Chairman of the USSR Council of Ministers Alxey N. Kosygin visited Islamabad. In the course of the visits, a number of important agreements were signed paving the way for further progressive development of trade and economic ties. Agreements in Search and Prospecting the Oil signed in 1961 and on Economic and technical Assistance to Pakistan in the Construction of a Steel Mill (1971) are to be mentioned among them.
The USSR played a pivotal role in the settlement of the armed conflict of 1965 between Pakistan and India. Both parties were offered USSR’s good offices with signing of the famous Tashkent Declaration in January 1966 crowning mediatory role of USSR (Alexey N. Kosygin, Mohammad Ayub Khan and the Prime Minister of India Lal Bahadur Shastri took part in the ceremony). That document laid the corner stone for normalization of relations between the two largest countries of South Asia and set good example of the settlement of complex interstate disputes.
Pakistani leader Zulfikar Ali Bhutto visited Moscow twice – firstly, as the President in 1972 and secondly, as the Prime Minister in 1974. Exchange of delegations rose visibly, legal and contractual foundation expanded. The volume of Soviet – Pakistani trade almost tripled in 1970 – 1979. Cooperation with Pakistan in the economic sphere, limited to the USSR assistance in geological prospecting of oil and gas fields till the end of 1960s, were diversified and considerably increased in 1970s. It was with the assistance of USSR that the construction of a steel mill, now the flagship of the industry of Pakistan, began in Karachi in 1973. In the second half of the 1970s Soviet specialists constructed the biggest, at that time, Guddu Thermal Power Station, which was put into operation in 1980. By 1976 a medium – wave broadcasting radio station had been erected in the vicinities of Islamabad with the USSR assistance. The USSR continued to assist in searching oil, gas and other natural resources in the Pakistan’s territory. It is worth mentioning that nowadays there are quite a number of oil and gas fields under operation discovered by Soviet Geologists.
It was an auspicious trend that bilateral trade between Russia and Pakistan has been significantly growing for recent years. Its volume amounted to 92 million US $ in 2003; it was 411,4 million in 2006; 630 million in 2008 and over 400 million in 2009. Nowadays the volume of bilateral trade between both the countries has increased by 700 million dollars.
Russia attaches great importance to its relations with Pakistan, particularly taking into account the latter’s influence in South and South – West Asia, which directly border southern frontiers of the CIS, and in the Muslim World, particularly its significant role in the war against international terrorism. Both countries have been effectively and constructively cooperating within the UN and other international organizations. Mutual support granted to each other when the issues of accepting Russia and Pakistan as observers to the OIC and SCO were under consideration was an illustrative demonstration of the closer relations.
Presently, our cooperation within those organizations is gaining momentum. It is a matter of deep satisfaction that the stands of Russia and Pakistan on a wide range of international problems including issues of peaceful crises settlement, formation of the multi-polar world order, strengthening of the central role of the UN and consolidation of the international law principles in relations between states are similar.
The first bilateral Agreement on Cultural and Scientific Cooperation signed in 1965 became a notable landmark. Contacts between public and scientists of the USSR with Pakistan were found revitalized. In the midst of 1960s, Societies for Friendship and Cultural Relations between the peoples of the two countries were established. The Pakistani Society was headed by the outstanding poet Faiz Ahmad Faiz, Laureate of the International Lenin Prize for Strengthening Peace among Peoples. Representatives of academic and creative circles’ intelligentsia of both countries formed a core of those organizations. Scholars of the Pakistani Studies’ Sector of the Institute of Oriental Studies under the USSR Academy of Sciences established in 1964 also vigorously participated in the activities of the Soviet Society.
In year 2011, Russian Federation is celebrating 50 years of sending first Russian astronaut in space. First time in the history of Pakistan, 50 Years of Russia in Space Stamp Exhibition was organized at Friendship House by Consul General of the Russian Federation in Karachi where collection of M. Arif Balgamwala T.I.was exhibited.
In year 2011, after several years, President of Pakistan Asif Ali Zardari visited Russia to meet his counterpart. Pakistan attaches great importance to the President’s visit and envisioned to cement ties and open new horizon of economic cooperation.
To commemorate Pakistan – Russia Friendship, Pakistan Post is issuing a Commemorative Postage Stamp of Rs. 8/- denomination on June 10, 2011.

Pakistan HIV Awareness Campaign, Date of Issue:- 08/06/2011
HIV Awareness Campaign. Commemorative Postage Stamp June 8, 2011:- The year 2011 marks 30 years of AIDS. Over that period, AIDS has claimed more than 25 million lives and more than 60 million people have become infected with HIV, according to the United Nations. Each day, more than 7,000 people are newly infected with the virus, including 1000 children. No country has been unaffected by this worldwide epidemic.
A report by the United Nations Secretary – General, Ban Ki-moon, recognizes that HIV programmes are working. Global HIV incidence is declining, across to treatment is expanding, and there is a global movement to demand respect for the dignity and human rights of everyone vulnerable to, and affected by HIV. The epidemic and the response it has generated have changed our world, elevating global health inequity on the worldwide political agenda and placing people at the centre of health, development and human rights efforts.
“These accomplishments, while promising, are insufficient and in jeopardy,” says the Secretary – General’s report. “Stigma, discrimination and gender inequality continue to undermine efforts to achieve universal access to HIV prevention, treatment, care and support. An unsustainable trajectory of costs and the effects of a global economic downturn combine to threaten progress.”
The need to sensitize the population to the AIDS risk continues. As part of the United Nations family working towards achieving the Millennium Goal for Development of halting or beginning to reverse the spread of HIV/AIDS by 2015, the Universal Postal Union , the Joint United Nations Programme on HIV/AIDS (UNAIDS), the international Labor Organization and UNI Global Union joined together to launch a worldwide HIV-prevention campaign through the postal network in 2009.
The campaign’s first phase aims to broaden the larger public’s knowledge about how HIV is transmitted. The global postal network is being used as a unique vehicle for conveying an important HIV-prevention message. Eye-catching posters, Postcards and informative materials are on display in post offices in several countries worldwide are participating in this phase.
The second phase focuses on raising awareness of HIV prevention among the postal workforce. With over 5 million employees, the global postal sector is one of the largest employers in the world. Without a healthy and productive workforce, Posts cannot meet their customers’ important communication needs. This is why it is important for postal staff, their families and the postal sector as a whole to be aware of health risks, such as HIV infection. During this phase, the UPU is working with the International Labour Organization and UNI Global Union. Guidelines have been developed to help Posts put in place appropriate HIV workplace policies. The purpose of these policies is to protect and assist postal employees living with HIV and provide training to all staff about the importance of HIV prevention. The guidelines will be distributed to UPU member countries in 2011.
The final phase of the public campaign uses philately to draw attention to the fact that the AIDS epidemic has been around for 30 years and the importance of protecting oneself from HIV. The worldwide campaign culminates in June 2011, as the world marks 30 years since the beginning of the AIDS epidemic. To mark this landmark year, many UPU member countries will issue special stamps or other philatelic products to mark 30 years of the AIDS epidemic. Several stamp issues are planned to coincide with UNAIDS’ high-level meetings taking place in June 2011 during the United Nations General Assembly in New York.

60Th Anniversary of Diplomatic Relations Between Pakistan & China. Commemorative Postage Stamps May 21, 2011:- Pakistan is one of the first groups of countries that recognized the People’s Republic of China. The diplomatic relations between the two countries were established in January 1950 when Pakistan recognized China. However, the two countries formally established diplomatic relations on 21 May, 1951. Since then, China and Pakistan witnessed smooth development of friendly and neighborly relations as well as mutually beneficial cooperation.
Pakistan and China enjoy a multifaceted and multidimensional long term strategic partnership, based on mutual respect and mutual trust. Strengthening of cooperation which China is one of the key principles guiding Pakistan’s foreign policy. Pakistan considers China to be a factor of stability in the region and beyond and together we would continue our common endeavors for building a better future for our people, and promoting international peace, stability and prosperity.
Pakistan and China have declared 2011 as the “Year of Friendship”. The year also marks the 60th Anniversary of the establishment of diplomatic relations. Both countries will celebrate the Friendship Year at the leadership, government, business and most important people to people level. An Action Plan for celebrating the occasion approved by the two sides is being implemented.
Political Relations:- Pakistan – China relations are close, time tested and largely unaffected by radical changes in the global political environment. The two countries have convergence of political interests, especially for preservation of peace and stability in the region. Political fundamentals of the relations remain sound and are reflected in the frequent high – level exchanges, bilateral cooperation and understanding and support for each other’s positions at international for a.
Pakistan and China friendship spans over half a century and is imbued by a high degree of trust and commonality of interests. It has matured into a comprehensive strategic partnership, which is of great importance for Pakistan’s security and economic development. The tradition of close consultation and coordination enables the two multilateral fora is proceeding satisfactorily.
Pakistan’s relations with China have been defined by a number of clichés. The fundamentals that any good bilateral relation should have are undoubtedly there. The over 200 Agreements / MoUs signed between the two countries provide a solid institutional framework for further development of this all important strategic partnership.
Shaheed Zulfikar Ali Bhutto: Architect of Pakistan – China Relations:- The foundations of strong friendship with China were laid by the visionary policies of Shaheed Zulfikar Ali Bhutto. He foresaw the opportunity to initiate friendly relations with China by signing Pakistan – China Border Agreement in 1963, following by the multifaceted and multi-dimensional relationship in the years to come. During the bold step of being the first non-socialist country to sign an Air Services Agreement with
China in August 1963 to link China with other countries by starting a regular air service from 29 April 1964. This gesture by Pakistan was and still is greatly appreciated by the Chinese leadership.
Shaheed Mohtarma Benazir Bhutto maintained the tradition of a special relationship with China laid down by her illustrious father.
President Asif Ali Zardari carried forward the tradition of special relationship with China. The President has visited China six times since the assumption of his office.
Chinese Premier’s Visit To Pakistan:- The recent visit of the Chinese premier to Pakistan was landmark in the history of Pak – China relations. The two governments signed twelve MOUs / Agreements to expand cooperation in various fields including finance, energy, transport and culture. In addition to these agreements, the businessmen from the two countries also signed several MOUs to strengthen economic relations. The two countries also agreed to further strengthen cooperation in infrastructure development, energy and agriculture on priority basis.
Economic Relations:- Pakistan attaches great importance to its economic relations with China. A comprehensive framework exists between Pakistan and China for economic cooperation which has been translated further into programmes and activities. Project cooperation is covered by the Joint Five – Year Economic Plan (FYDP) for cooperation and trade by the FTA. Pakistan is the first developing country to sign FTA with China. The 2nd meeting of the ECG was held in Islamabad in 2010. The two sides agreed to include all 36 projects in the FYDP (2012 – 2016). The 14th session of Joint Economic Commission (JEC) was held in Islamabad in December; 2010. China has been supporting Pakistan in economic development. China’s Assistance for Floods victims in 2010 sums up to approximately US $ 250 million.
Trade and Investment:- Bilateral trade between China and Pakistan from January to August 2010 was almost US $ 5.5 billion. The total exports from Pakistan to China have been US $ 4.503 billion. In 2009 bilateral trade touched the figure of US $ 7 billion.
A target of US $ 15 billion has been set to be achieved by 2015. The main items which constitute major exports to China are cotton yarn and cloth, chromium ores, raw hides and skin, organic chemicals, plastic articles and fisheries etc. Main import items from China include electrical machinery, boilers, man-made filaments, iron and steel, iron ores and mineral fuels etc.
Projects:- Over the years has assisted Pakistan in several important development projects. Most notable among them are: upgradation of Karakoram Highway; Pakistan Aeronautical Comples, Kamra; Saindak Metal (Copper / Gold) Project; Daddar lead and zinc; Heavy Mechanical Complex; Heavy Electrical Complex; Heavy Foundry & Forge; Heavy Rebuild Factory, Chashma Nuclear Power Plants, Gwadar Port, Mangla Dam raising, Neelum – Jhelum and other hydro-power projects. Total of the above initiatives calculates to over US $ 4.3 billions.
Cultural Relations:- A comprehensive agreement on cooperation in the field of Culture was signed in March 1965. The Executive programme under this Agreement is renewed every three years. Pakistan and China have been exchanging 100 – member youth delegations since 2005.
Four Study Centers on Pakistan are working in China. These centers are located in Peking University Beijing, Sichuan University Chengdu, Tsinghua University Beijing and (ISSI), has also been established in Islamabad.
China has recently handed over Pakistan – China Friendship centre to Pakistan. The two countries have also signed an MoU on reciprocal establishment of culture centers in Islamabad and Beijing.

150th ANNIVERSARY OF PAKISTAN RAILWAY. ISSUED DATE 13-05-2011.
150Th Anniversary of Pakistan Railways Commemorative Postage Stamp 13 May, 2011:- Sir Henry Edward Frere when appointed Commissioner of Sindh in 1847, discovered the potential of Karachi as a Sea Port and conceived the idea of a Railway Line for up country. In 1855 Mr. Frere recommended to the Government that Karachi should be made a Sea Port. The survey for construction of a Railway Line from Karachi started in 1858. Initially a Railway Line was proposed from Karachi City to Kotri, then steam navigation through Rivers Indus/Chenab upto Multan and from there on a Railway Line to Lahore and beyond.
The 13th of May, 1861 was historical day when the first Railway Line was opened for public traffic between Karachi City and Kotri, a distance of 169 Kms. By 1857 the Line from Kiamari to Kotri was converted to double track.
Different sections of this part of Railway in the Sub-continent, which now comprise Pakistan Railways, were constructed in the last quarter of the 19th century and early part of the 20th century. Unlike other Rail networks of the Sub-continent during British times, most sections of Pakistan Railways were constructed as strategic lines to safeguard the British Empire in the Sub-continent. Ti is an interesting coincidence that the present alignment of Railway line from Peshawar to Karachi closely follows Alexander’s line of march though the Hindukush to the sea. In 1885, Sindh, Punjab and Dehli Railways were purchased by the Secretary of State for India. On 1st January, 1886 this line and other state Railways (the Indus Valley, the Punjab Northern, inclusive of Sindh Sagar Eastern Section, and the Kandahar or Sindh-Pishin Southern Section) were integrated and North Western State Railway was formed was later on renamed as North Western Railways (NWR).
At the time of independence, the NWR was bifurcated with “1847 routes miles” lying in India and “5048 route miles” in Pakistan. In 1954 the Railway line was extended to Mardan and Charsadda and in 1956 Jacobabad-Kashmore, Narrow Gauge Section (2’-6”) was converted into broad gauge (5’-6”) section. Construction of Kot Adu-Kashmore Line was completed in 1973, providing an alternate route from Karachi to up country along Right Bank of River Indus. Meter gauge line from Hydrabad to khokrapar was converted to broad gauge in 2008.
At present Pakistan Railway has route length of 7791 Kilometers out of which 7479 Kilometer is broad gauge and 312 Kilometer is meter gauge.
Pakistan Railways operates its system through 560 Railway Stations with 83000 employees.
To run about 350 passenger, mixed and freight trains on daily basis, Pakistan Railways, owns 528 Locomotives, 1700 Passenger coaches and 16500 Freight Wagons.
Pakistan Railway is a Federal Government Department under Ministry of Railways. The Secretary for Ministry of Railways is the ex-officio Chairman of the Railway board.
Pakistan Railways comprises of three functional units i.e the Operations Unit, the Manufacturing and Services Unit and the Development Unit. Each unit is headed by a General Manager who reports to the Secretary / Chairman Railways for the performance of his Unit.
The operations unit is at Headquartered at Lahore and oversees train operations and all related functions through its seven territorial operating divisions headquartered at Peshawar, Rawalpindi, Lahore, Multan, Sukkur, Karachi and Quetta.
The Manufacturing and Service (M & S) Unit oversees the management of the Concrete Sleeper Factories, Locomotives and Carriage Factories and Workshop Division, responsible for the major repair/rehabilitation of rolling stock and locomotives.
The Development Unit manages all Railway Schools, Hospitals and Railway Academy, Walton, besides, monitoring development projects in execution.
Pakistan Railways has two subsidiary companies i.e. Pakistan Railways Advisory & Consultancy Services (PRACS) and Railway Constructions Pakistan Limited (RAILCOP).
PRACS was founded in 1976 and is registered as Public Limited Company under the Companies Ordinance 1984. It provides an excellent outlet to the unique expertise of Pakistan Railways to complete in the Local and international market in commercial, Transportation, engineering (Civil, Mechanical, Electrical & Telecommunication) and Marketing disciplines.
RAILCOP was incorporated as a Public Limited Company in 1980 under the companies act 1913. Its specialization is in track construction and allied Railway oriented projects to augment the Pakistan Railways efforts towards better operation and maintenance of system.
The mission statement of the Pakistan Railways features provision of a competitive, safe, reliable, market oriented, efficient and environment friendly mode of transport. As the largest mover of goods and passengers in the country, Pakistan Railways endeavours to meet contemporary challengers through efficient administrative functioning, modernization of machinery and equipment, and well defined operating procedures for ensuring safety of passengers and rolling stock.
On the occasion of 150th Anniversary of Pakistan Railways, Pakistan Post is issuing a Commemorative Postage Stamp of Rs.8/= denomination on May 13, 2011.
